The finalized agreement spans two key production lots tied to aircraft manufacturing led by Lockheed Martin.
Lot 18 includes approximately 140 engines, with deliveries scheduled to begin this fall. Lot 19 will add around 150 engines, with deliveries expected to start next year. Together, the two lots will support nearly 296 F-35 aircraft.
The F135 engine remains the core propulsion system across all variants of the F-35, delivering the thrust, reliability, and performance required for advanced combat operations.
According to Breaking Defense, the contract underscores continued global demand for the aircraft and the need to scale production efficiently.
The agreement also formalizes a previously issued undefinitized contract valued at nearly $2.9 billion for 141 engines under Lot 18. That earlier structure allowed production to begin while pricing and quantities were still under negotiation. With terms now finalized, the contract extends work through March 2028.
A senior executive from Pratt & Whitney emphasized that the F135 engine continues to set benchmarks in performance and reliability, while ongoing investments in the supply chain aim to accelerate production and meet increasing demand.

These demands stem from more advanced avionics, sensors, and weapons systems that require significantly higher thermal management and energy output.
However, current projections indicate that full production of the upgraded engine may not begin until at least 2031, highlighting a gap between current capability needs and future solutions.
Pratt & Whitney has stated that the upgraded engine can be retrofitted into existing aircraft, allowing a phased transition without grounding active fleets.
A parallel initiative is also underway to modernize the aircraft’s power and cooling systems, ensuring compatibility with future technologies and avoiding performance bottlenecks.
Radar Integration and Interim Measures
APG-85 System Delays Prompt Temporary Adjustments
Aircraft in Lot 18 are being built with structural provisions for the next-generation APG-85 radar, though the system itself is not yet ready for deployment.
As an interim solution, these aircraft will operate with weight ballasts installed in place of the radar to maintain proper balance and airworthiness. This approach allows limited training operations while awaiting full system integration.
The APG-85 radar could become available as early as next year, enabling installation in later production phases.
Software Delays Limit Operational Deployment
Training-Only Status Continues Amid Certification Delays
Since July 2024, newly delivered F-35 aircraft have been largely restricted to training roles following a delivery freeze tied to delays in certifying the Technology Refresh 3 (TR-3) software suite.
TR-3 introduces a modernized software architecture critical for enabling advanced combat capabilities. However, certification for full combat readiness remains pending, and the Pentagon has not provided a definitive timeline for operational approval.
Until certification is completed, newly delivered aircraft will continue to support training missions rather than frontline deployment, underscoring ongoing integration challenges within the broader F-35 program.
