WASHINGTON — The U.S. Air Force is moving forward with major adjustments to two cornerstone nuclear modernization programs, expanding production capacity for the B-21 Raider stealth bomber while restructuring the Sentinel intercontinental ballistic missile initiative after rising costs and infrastructure challenges.
Both programs are central to the future of the United States’ nuclear deterrent. The B-21 Raider will serve as the next-generation long-range stealth bomber, while the LGM-35A Sentinel missile is intended to replace the decades-old Minuteman III intercontinental ballistic missile system.
Air Force officials say the updated approach is designed to maintain long-term strategic readiness while addressing cost pressures and technical challenges that have emerged during development.
B-21 Raider Production Expansion
The Air Force plans to significantly increase production capacity for the B-21 Raider stealth bomber following a new agreement with defense contractor Northrop Grumman.
Under the updated plan, manufacturing capability for the aircraft will grow by approximately 25 percent. The expansion is intended to support higher production rates as the program moves closer to full-scale manufacturing.
Funding for the increase comes from a $4.5 billion allocation included in a recent federal spending package. The investment will primarily focus on expanding production infrastructure, strengthening supply chains for key components, and hiring additional skilled workers needed to sustain increased manufacturing output.
The B-21 Raider is designed to replace parts of the Air Force’s aging bomber fleet, including the B-1B Lancer and B-2 Spirit, while working alongside the upgraded B-52 Stratofortress. The aircraft is expected to provide long-range strike capability while operating in highly contested environments.

The Air Force has maintained a program objective of acquiring at least 100 B-21 bombers. However, senior defense officials and leaders within U.S. Strategic Command have indicated the fleet could eventually grow beyond that number depending on future operational requirements.
So far, Northrop Grumman has received orders for 21 aircraft across several low-rate initial production batches.
Industry analysts estimate current production rates are around eight aircraft per year. If the expansion proceeds as planned, annual output could increase to roughly ten aircraft.
The B-21 Raider is expected to enter operational service in 2027. The first operational aircraft will be delivered to Ellsworth Air Force Base in South Dakota, which will become the initial operating location for the bomber.
Sentinel Missile Program Under Review
While the bomber program is expanding, the Air Force is simultaneously restructuring the Sentinel intercontinental ballistic missile program.
The Sentinel system is intended to replace the Minuteman III missile network, which has been in service since the early 1970s and has undergone multiple life-extension upgrades to remain operational.
However, the Sentinel program was paused after projected costs rose significantly above original estimates, triggering a mandatory review under federal defense acquisition regulations.
Officials are now developing a revised cost estimate and an updated program plan. The Air Force expects to complete the new evaluation before the end of the year and establish a new acquisition milestone to restart the program with revised timelines.
Infrastructure Challenges and Silo Replacement
One of the most significant issues affecting the Sentinel program involves the infrastructure required to support the new missile system.
Early plans called for reusing the existing Minuteman III silos across several missile bases in the western United States. However, further engineering assessments revealed that many of these structures have deteriorated over time and may require full replacement rather than refurbishment.
As a result, the updated program plan may involve constructing roughly 450 entirely new missile silos.
These facilities would be designed to support the Sentinel missile, which is larger and heavier than the Minuteman III, while also improving reliability and long-term operational capability.
Complex Support Network Required
The Sentinel modernization effort extends well beyond the missile itself.
The program also requires a vast network of supporting infrastructure, including command and control facilities, maintenance centers, and secure communications systems.
Engineers must install thousands of miles of fiber-optic cable connecting missile fields with operational command centers. Much of this work will occur across both government-owned and privately owned land, creating additional logistical and regulatory complexity.
Rising infrastructure costs tied to this large-scale construction effort have played a major role in the program’s escalating budget.
Officials estimate the overall cost of the Sentinel program could increase by more than 80 percent compared with initial projections, although a final revised cost estimate is still under review.
Maintaining Nuclear Deterrence
Despite the program challenges, the Air Force expects the Sentinel system to enter operational service in the early 2030s.
The first base scheduled to host the new missile system is Francis E. Warren Air Force Base in Wyoming, one of the three primary U.S. ICBM bases.
Until Sentinel becomes fully operational, the Minuteman III system will remain active to ensure continuity of the United States’ land-based nuclear deterrent.
Current plans indicate the Minuteman III missiles could remain in service into the 2050s as a safeguard while the transition to the Sentinel system is completed.
