In addition to implementing the so-called EU RED III Directive, the main focus of the amendment to the Salzburg Nature Conservation Act was to simplify procedures. It also provides for the State Environmental Ombudsman (LUA)'s right to object to the proceedings. The law is scheduled to be presented to the state parliament in June.
“We want to make clean energy possible where it makes sense to use faster and more efficient processes than before. It's all with measure, purpose and in close coordination with communities and all concerned. The planned law aims to combine nature conservation with clean energy. However, the new law will not act as a “free pass” for energy projects. Once a project is established, decisions – whether “yes” or “no” – need to be made more quickly in the future.
When drafting the new legislative proposal, the requirements of the so-called EU RED III directives also had to be implemented. According to the Directive, the construction and operation of renewable energy production plants are measures of particular public importance. “In Salzburg we have consciously chosen the path between guidelines, public interest and regional specializations. I am convinced that other regions will follow this viable path,” says Svacek about the inclusion of EU requirements.
Main points of amending the Nature Protection Law
