Today the Republican Party holds the primary elections in Iowa. This so-called Iowa caucus is the starting signal for the American elections. The primaries in this state are traditionally important. Donald Trump's rivals, in particular, are hoping for high ratings.
In de aanloop naar de presidentsverkiezing in november zijn er in alle Amerikaanse staten voorverkiezingen. Op die manier zal duidelijk worden wie de Democraten en de Republikeinen nomineren als hun presidentskandidaat.
Van de 52 staten van de Verenigde Staten springen er in verkiezingstijd altijd een aantal in het oog. Denk aan staten met veel inwoners, zoals Californië, Texas of Florida.
Daarnaast is er in de aanloop naar november vaak veel te doen om de zogeheten swingstaten. Dat zijn staten waarin geen van beide partijen op een duidelijke meerderheid kan rekenen. Dan eisen staten als Georgia, Michigan of Pennsylvania de aandacht op.
Maar bij de aftrap van het verkiezingscircus is alles anders. Dan zijn alle ogen gericht op een staat waar je normaal gesproken zelden iets van hoort: Iowa. Die staat organiseert maandag traditiegetrouw de eerste voorverkiezing.
“Daarmee werd de lokale partijbijeenkomst het openingssalvo van de verkiezingsstrijd, met alle media-aandacht van dien”, zegt Willem Post, Amerikakenner en verbonden aan Instituut Clingendael. Post was tijdens de vorige verkiezingen zelf in Iowa.
Hoe Iowa de eerste werd
Iowa organiseert traditiegetrouw de eerste voorverkiezing. Tenminste, dat is het geval sinds 1972. Bovendien ontstond de traditie per ongeluk.
Na een onrustig partijcongres van de Democraten in 1968 werd een commissie ingesteld om de werkwijze tijdens congressen en bijeenkomsten tegen het licht te houden.
De conclusie was dat de boel op de schop moest. Om alles volgens de nieuwe regels en planning te laten voorlopen, moest men in Iowa al in januari beginnen.

It's a little crazy that Iowa State gets this much attention. The state is relatively small: the size of the Netherlands and Belgium combined. Only 3.2 million people live there. Furthermore, the population is predominantly white. “The state is not a reflection of the United States as a whole,” Post says. “That's why there's criticism of the fact that the election started in Iowa.”
It's not that the winner in Iowa has the best chance of getting the nomination either. Or that the path to the presidency is open. Bill Clinton (Democrat) came in “only” fourth place in Iowa in 1992, but he eventually won the presidential election. The same applies to current President Joe Biden. Only Presidents Gerald Ford (Republican), Jimmy Carter (Democrat), George W. Bush (R), and Barack Obama (Democrat) can say that it all began for them in Iowa.
The Iowa primary is a party meeting. This is called assembly. During a caucus, only voters registered with the party cast ballots. They do this after discussions among themselves and also in public places. Trump is far ahead of his rivals in the polls in Iowa. However, the Iowa caucus is important to them as well.
Kan Trump in Iowa wel ‘gewoon’ meedoen?
De staten Colorado en Maine besloten in december om Trump uit te sluiten van deelname aan de voorverkiezingen daar.
De twee staten beroepen zich op een opvallende regel in de Amerikaanse grondwet. Daarin staat dat Amerikanen die betrokken waren bij een “opstand of rebellie” geen politieke functie meer mogen hebben.
De staten voeren aan dat Trump tijdens de bestorming van het Capitool op 6 januari 2021 een rol had bij een opstand tegen de democratie.
Het Amerikaanse Hooggerechtshof behandelt in februari het beroep dat Trump heeft ingediend tegen de beslissing.
Dan is de voorverkiezing in Iowa al lang achter de rug. Bovendien besloot de staat eerder al om Trump ‘gewoon’ op het kiesformulier te houden.
“A good result in Iowa can give wind to our sails.”
Because the election year begins in Iowa, the state serves as a launching pad for candidates. “You can wind your sails with a win or an unexpectedly good result,” Post says. “Such a candidate can count on a lot of media attention. That person is immediately well prepared for the next primary.”
Iowa is home to the Republican caucus. There are five candidates remaining in the race, but all eyes are on Ron DeSantis and Nikki Haley. They are far behind Trump in the polls, but a good result could give their campaign a boost.

This does not mean that there will automatically be a conflict between Haley and Trump, according to the Post. He added: “Surprises cannot be ruled out, and we can never say they will never happen, but Trump remains the champion of very conservative America at the present time.”
