Digital transition marks milestone for aging U.S. air traffic infrastructure
WASHINGTON, D.C. — Washington Reagan National Airport has eliminated its long-standing use of paper flight progress strips, replacing the manual system with a real-time digital platform in a move that federal officials say represents tangible progress in modernizing the nation’s air traffic control network.
The upgrade, implemented in the control tower at Ronald Reagan Washington National Airport, is part of the Federal Aviation Administration’s broader $12.5 billion effort to replace aging technology that has remained largely unchanged for decades. Transportation Secretary Sean Duffy visited the airport’s tower earlier this week to mark the milestone, underscoring the federal government’s push to accelerate long-delayed infrastructure improvements.
The system replaces handwritten paper strips with a shared digital interface, allowing controllers to view synchronized aircraft data instantly across multiple workstations.
Replacing a decades-old manual process
For generations, air traffic controllers relied on paper flight progress strips as a primary method of tracking aircraft movements. The strips contained essential operational details such as call signs, routing instructions, and departure sequences. Controllers physically moved them through plastic holders to reflect each aircraft’s position, from the gate to the runway and eventual takeoff.
Despite rapid advances in aviation technology, paper strips have remained common across U.S. airports, including for managing arrivals and en route traffic. Other countries, including Canada and the United Kingdom, transitioned to electronic systems decades earlier, highlighting the relative lag in U.S. modernization.
The new system provides controllers with real-time data and predictive tools designed to improve aircraft sequencing and reduce congestion risks. By eliminating manual handling, the platform is expected to reduce human error and improve coordination between controller positions.
Federal investment and private sector role
The digital strip technology was supplied by Leidos under the FAA’s Terminal Flight Data Manager program. The company was contracted in June 2025 to upgrade ground movement systems at Reagan National. While similar installations can take up to 18 months, the deployment at Reagan National was completed in a significantly shorter timeframe.
The project is part of a sweeping FAA infrastructure program funded through federal legislation signed under President Donald Trump, aimed at strengthening the reliability and efficiency of the National Airspace System.
Reagan National is one of 15 airports included in the current rollout phase of the digital strip program, with additional airports expected to follow.
Industry criticism highlights urgency
The aviation industry has increasingly voiced frustration over the slow pace of modernization. In 2024, United Airlines CEO Scott Kirby stated that the FAA spends roughly 92 percent of its facilities and equipment budget maintaining existing infrastructure rather than implementing comprehensive modernization.
That reliance on legacy systems has raised concerns about efficiency, reliability, and the system’s ability to keep pace with growing air travel demand.
The deployment at Reagan National is viewed by industry observers as a measurable step forward, even as broader modernization efforts continue.

Reagan National presents unique operational challenges due to its proximity to restricted federal airspace and limited runway capacity. Precision and coordination are critical, especially during peak travel periods.
The digital system enhances situational awareness by ensuring all controllers see the same real-time information simultaneously. Predictive modeling tools allow controllers to anticipate potential bottlenecks and adjust aircraft sequencing proactively.
