Catherine Tye: Biden expected Tai to serve as US commercial representative

Tye is currently the senior Democratic trade advisor on the House Ways and Means Committee and oversaw the implementation of trade in China during the Obama administration.

As an Asian American, she is the latest miscellaneous figure to be named to a cabinet-level position in the upcoming Biden administration. If confirmed, Tay would be the first woman of color to serve in the role.

CNN previously reported that Tay was among the main contenders to work as a US commercial representative.

Tye’s nomination will be seen as a clear sign that Biden is serious about his campaign’s promise to impose trade rules on China. Tai is seen as an expert on China’s trade policy and who oversaw trade implementation for China during the Obama administration.

Throughout the campaign Biden pledged to work with America’s allies to suppress Chinese trade policy and said he was unlikely to quickly backtrack on President Donald Trump’s trade actions on the country.

Tai was named for her role on Capitol Hill in 2017 after she served for three years as a business advisor to the Ways and Means Committee. She worked in the Office of General Counsel in the Office of the United States Trade Representative from 2007 to 2014, including the position of Senior China Trade Enforcement Adviser from 2011 to 2014.

Tai played a key role in negotiating the trade policy of the Democrats in the US-Mexico and Canada agreement, which came under the Trump administration. The USMCA replaced the North American Free Trade Agreement, which had been approved under President Bill Clinton. The USMCA was signed by Trump and his Mexican and Canadian counterparts in 2018, and then Congress approved the trade pact earlier this year after Democrats added stronger labor rules.
