In the Netherlands, there is no registration requirement for most leisure boat classes. Within Europe, on the other hand, it is necessary in almost all countries to have an official certificate of registration. ICP was created for the reasons mentioned above.
In Europe, agreements have been concluded with a large number of countries regarding the viability of the ICP in European inland and coastal waters. In these countries, a valid ICP at all times is accepted as an unofficial address for your pleasure craft. In addition, there are a number of countries where authorities often accept the ICP, but this has not been proven.
Note: the ICP express Not proof Nationality and registration, such as marine craft, gives Not The right to fly the Dutch flag.

How can I navigate to European countries that do not accept ICP?
Some countries with which no agreements have been concluded, such as Italy, Portugal and Spain, have previously accepted the ICP. However, this is no longer the case. More and more messages are coming to us from travelers who are having problems in these countries with their ICP.
For now, the only alternative to the ICP is a maritime message. We urge the Ministry of Infrastructure and Water Management to devise an alternative to the maritime message for countries that do not accept the International Comparison Program.
What are the consequences of Brexit for the International Comparison Program?
